Who was worse between Captain Stillman of Stripes or Captain Hadley on The Shawshank Redemption?

For me easily Captain Hadley because he was a sadist, a bully, a thug and posed a much greater threat towards the inmates, plus he also has a violent temper.

I thought Captain Stillman was an incompetent moron who didn't seem to be all that threatening, he was someone who you can laugh at due to his incompetence.
