Oil seepage

I've seen several posts mentioning the occurrence of"oil seepage from the sea," and I know this from my days living in LA and swimming in the ocean. Oil washes up in small clumps, mostly unseen, but I would often have bits of it sticking to my feet after a day of swimming and wading. It was sticky and hard to remove, and the only thing that worked on it was my wife's cold cream.
