It was made clear in the third movie that Murtaugh had ten years for forced retirement. Here is when he said it.

That was in 1992. This means Murtaugh would be forced to retire in 2002.

They would have to change that for it to make sense.

Only in movies and tv they would ask a retired guy 2 come back 4 some consulting.

his youngest daughter should be in trouble some how and murtaugh and riggs reteam up to save her.

since part 1 involved the oldest daughter rianne, and part 3 involved the son nick and his gangster friend, part 5 should involve carrie.
