Jack shooting Harry is just accepted?!

How did the screenwriters not give this more thought? Surely an inquest into why an officer willing shot his partner would mean Travern is suspended. Instead they give him a medal, a few beers and banter about it. And he's grinning away and doesn't even apologise. I know it's a light 90s actioner but this is a big flaw and not a nice trait in Travern. Harry would in no way be allowed to raid Payne's house, either. The day before he needed a walking stick to leave the bar!!
