Who would pay for all of the damage in the parking garage (spoliers)

Near the beginning of the show...after that Chinese guy tries to kill Kurt Russel...he chases him to a parking garage. Russel grabs a Russian guys car to catch the hit-man in his truck. Russel IMMEDIATELY rips the doors off of the car...and then proceeds to chase the truck, hitting many vehicles along the way.
By this time....the Russian's car is nearly totaled...but still drivable. They race through the garage , and the truck takes out most of the overhead lights in the garage...

The truck is about to get out of the garage...and Russel THEN rams a hatch-back car in front of him, which knocks it over the ledge above where the truck is driving. It smashes to the ground in front of the truck--which runs into it...

Russel then pulls his gun on the hitman...as the Russian guy chides him over his not totally demolished car...Russel just says "welcome to America"!!

So...with all of that damage to MANY cars--and at least THREE totaled ones...and he garage itself...

WHO would be responsible for paying for it all? Would it be the Police dept?

There was at LEAST 100K of damage and maybe a LOT more.

it comes out of the personal paycheck of the captain,
thats why they are always so angry in these movies .

The policeman might be personally liable if the chase was deemed unjustified and other means should have been taken to apprehend, capture or kill!
