He wasn't actually "long gone." Wearalan's just saying that that Ramirez wanted Kurgan to THINK MacLeod was "long gone."
Specifically, Ramirez tells Kurgan he's "too late" for MacLeod, and that Heather is Ramirez's own woman.
kurgan probably assumed ramirez had killed him already.
