I think anyone who never seen these movies in the 80's or 90's and only seen them in the last decade, watched them back to back, would say Jewel is a waaaaaay better movie.
In fact our family watched these this weekend as we tried to find any 80's movies we haven't seen yet. We are all huge 80's movies fans, and 19 of my top 25 movies ever were made in the 80's.
We had 14 adults and 6 kids here watching them, and 16 of them liked Jewel better, 3 romance, and 1 kid that fell asleep half way through romance. Most of use were born between 1971 and 1982 so its actually quite amazing that none of us had seen either of these before.
Its the same with the Friday movies series. Most who watched them when they came out, in the order they came out, generally say the first Friday movie is the best. While people who seen them years later and in no particular order, like 2 and 3 better than the first.

I never watched them until yesterday and Romancing is much better. A lot of their behavior in Jewel makes no sense at all, for instance, and the overall feel is just not as good.
