Frank's Final Scene

For years when I watched the film and I saw Frank on his knees there is a moment at 5.05 in the attached video where Frank reaches for Tony's feet I always assumed that was an act of submission or groveling like he was about to kiss his feet out of desperation. When Tony yanked his feet back quickly I had treated that like Tony was disgusted with Franks begging.

I just recently wondered was Frank making a last ditch desperate attempt to make a move on Tony, causing Tony to yank his feet back because he saw what Frank was trying to do.

Was Frank trying to do a sneak attack in that moment or was he about to kiss Tony's feet?
